Data collection, processing and exchange in the National AI and Big Data Strategy

By building a reliable and secure data collection and processing chain, Benin aims to "allow for high-quality, high-quantity data to be input into AI solutions". This is the focus of catalytic action 4.3 in the National AI and Big Data Strategy (Stratégie Nationale d'Intelligence Artificielle et des Mégadonnées 2023-2027). The screenshot below from p.37 of the Strategy captures the key elements of the data collection, processing and exchange value chain. The National Interoperability Platform is central to this chain, for enabling the sharing of data between different public sector entities (and beyond).

National Interoperability Platform, Framework and Council

The National Interoperability Platform mentioned above is formally defined in a Decree establishing the XRoad BJ Interoperability Platform (Décret No. 2020-209 portant mise en place de la Plateforme d'Interopérabilité XRoad BJ), an initiative based on Estonia's widely adapted X-Road. Implementation of the Decree is led by a high-level National Interoperability Committee (Comité national d'interopérabilité) and supported by a detailed Interoperability Framework (Cadre d'Interopérabilité). This framework places a strong emphasis on openness and transparency as fundamental principles for interoperability (Section 2.3.2), the role of open data (Sections 3.6 and 4.6) and improved data governance to ensure quality and security (Section 5).

Examples of data exchange and interoperability in other African countries

Other African countries are implementing government-wide or sector-focused data exchange and interoperability platforms. Some examples include:

  • Madagascar has developed a detailed Interoperability Framework (Cadre d’Interopérabilité) to support implementation of its X-Road architecture
  • Rwanda is developing an AI4Health Data Sharing Framework
  • Uganda has implemented the UGhub to enable sharing of data across government systems
  • Tunisia is promoting the exchange of data in its e-Gov program, also drawing on the X-Road model
  • Kenya DLT and AI Taskforce recommends developing a Data Sharing Framework within government and across sectors
